When comparing schools does it matter if a school is public


or private? Or at least should that be factored in at some level? I ask because each stay may have its own laws on how it allocates its taxpayer dollars and how public universities are allowed to spend taxpayers' dollars. For example in the state of Virginia taxpayer dollars aren't allowed to be used to fund capital athletic projects at the university level. However, in other states taxpayer dollars may be used to fund capital athletic projects.

I am not disputing that Wazzou is the weakest because I have heard other experts say that Wazzou and Oregon St tend to be near the bottom of most lists. I guess what I am wondering is whether the data or the image the data presents could be skewed because state laws aren't factored in at some level.
